Raymond Specht is Vice Chairman for Toyota Financial Savings Bank (TFSB) and Corporate Manager of Industry and Legislative Affairs for Toyota Financial Services (TFS).
Specht serves as a director of Toyota Financial Savings Bank, an entity that provides products and services to Toyota and Lexus dealers across the country, as well as the issuer of the Toyota Rewards and Lexus Pursuits Visa credit cards.
Specht provides strategic guidance on federal and state legislation, the banking industry, FDIC, Nevada regulatory matters, the Community Reinvestment Act (CRA) and bank compliance. In 2010, the scope of his work was expanded beyond TFSB to support all of TFS’ regulatory interests. Specht works in conjunction with TFS Corporate Communications/Government Relations; TFS Legal and Enterprise Compliance; and Toyota Motor North America (TMA), Washington DC. He reports to Ann Bybee, Vice President, Corporate Strategy, Communications and Corporate Social Responsibility.
Specht joined TFS in 2004. Prior to Toyota, he served as Chairman, President and CEO of Volkswagen Bank USA. He has also held a number of other senior positions through the years at several banks including Wright Express Financial Services, Fidelity Trust Company and First Signature Bank and Trust.
Specht received a Bachelor of Science degree in Accounting, graduating magna cum laude from the University of Massachusetts, Lowell, Mass, and a Masters in Strategic Communication & Leadership, graduating with honors from Seton Hall University, South Orange, New Jersey. He serves on several boards including the National Association of Industrial Banks and the Conference of State Bank Supervisors.
